Why Singapore sets the global standard for healthcare price transparency
Singapore's Ministry of Health (MOH) publishes fee benchmarks covering:
- 2,180+ surgical procedures — surgeon professional fees
- 550+ procedures — anaesthetist fees
- 21 procedures and 8 medical conditions — total hospital fees, including room and board, surgical facility, equipment, implants, consumables, general nursing services, and inpatient medications
These benchmarks were developed by an MOH advisory committee comprising specialists, insurers, hospital administrators, and patient advocates. They represent the reasonable range of fees patients and insurers can expect to pay for routine and typical cases. The benchmarks are publicly available, updated periodically (most recently effective 1 January 2025), and serve as a shared reference between patients, hospitals, and insurers.

How we use MOH benchmarks in your quote
- We anchor your hospital and specialist fees to the MOH-published benchmark range for your specific procedure.
- If your case is more complex than the typical case, we explain the case-specific reason your fees may be at the higher end of the range — or above it, with justification.
- Our coordination fee is disclosed separately and is not affected by case complexity.
- Hospital facilitation commission (paid to us by the hospital) is included in the bundled package — it does not increase your bill.
- Every written quotation shows: hospital fees · specialist fees · anaesthetist fees · facility and consumable fees · emis.asia coordination fee · MOH benchmark reference and procedure code.

How to compare our quote against MOH benchmarks yourself
Every quote we issue includes the procedure code(s) and the relevant MOH benchmark range. You can verify our pricing against the public benchmark in three steps:
- Visit the MOH fee benchmarks page: moh.gov.sg/billsandfees
- Search for the procedure code or procedure name on your quote
- Compare the published range to the figure in your quote
If you find a discrepancy, we will explain the case-specific reason or revise the quote. We treat the benchmarks as a working agreement with you, not a marketing slogan.
Hospital bills are also published
MOH separately publishes actual hospital bill ranges (not just benchmarks) for common procedures across all Singapore hospitals — public and private. This is a powerful tool for cross-checking the typical out-of-pocket bill for your procedure. We share the relevant link with every quote.

Behind our pricing
We believe transparency builds trust. Here's exactly how emis.asia is funded:
- Membership and per-request fees paid by you directly. These cover your dedicated coordination services.
- Hospital facilitation fees paid by our partner hospitals (industry-standard 10–20% of medical fees, included in your bundled quote — never an added markup on your bill).
- Medical supplies retail margin on consumables you purchase through our shop.
We do not accept per-patient referral commissions from individual Singapore-licensed doctors. We do not mark up hospital bills. We do not take undisclosed kickbacks from any partner.

Where our quote differs from the benchmark median, we explain why in writing before you commit.
